Authorized Payment Centers
GPL has partnered with authorized retail payment centers such as H-E-B, Fiesta Mart and Walmart where you can pay your GPL bill in person. Locations and hours vary.

Getting Ready to Pay
- Have your utility bill in hand. Youll need your account number to login.
- Have your credit card or ATM/debit card in hand. Credit cards from Visa, MasterCard, Discover, or American Express can be used to pay. You can also use ATM or debit cards with the Star, Pulse, NYSE, or Accel logo. Pre-paid debit cards are not accepted as a payment method.
- When you use the Fiserv “Wallet,” you can safely store your card information for future purchases. PLEASE NOTE: To use this process, you will need to make a new digital wallet on the Fiserv site.
- Or have your banking account information. You can also use a checking, savings, or money market account to make an ACH payment.
- Go to the payment website.
- Please read the instructions above and fill out your application in the way shown (Over the Phone/Pay Now Button).
- In order to keep your information safe, the login step asks for an Identification Code. If you are a residential customer, the Identification Code is the car owner’s license number. For business clients, the Identification Code is the zip code of the place where the utility service is provided.
- If you can’t get in, make sure you enter the account number correctly and check your Identification Code again. Please email customer service or call 972-205-2671 if you are still having trouble logging in.
- There should be a decimal point after the number of dollars and cents you enter for the Payment Amount.
Your payments will be posted within one business day. Write down or print out the confirmation number you receive as verification of the transaction.
Announcing Our New ACH and Credit Card Payment Processor
The City of Garland is pleased to announce a new partnership with Fiserv, a global leader in payment processing. This collaboration will lower card or ACH processing fees for residential customers and will ultimately provide an over-the-counter card payment option in the near future.
You can now pay your utility bill using fiserv. You can only get this service online or by calling 972-205-2671. It’s open 24 hours a day, seven days a week.
If paying over the phone when asked for your account number, enter your entire account number to equal 16 digits, leaving out the dash and pressing # after all digits are entered.
For Example: Account number 00001234-00056789 would be entered as 0000123400056789#.
If paying on the portal, as a guest through the “pay now” button enter your entire account number to equal 16 digits, including the dash.
For Example: Account number 1234-56789 would be entered as 00001234-00056789.
Fiserv charges a convenience fee to process payment transactions. The fee schedule is as follows:
- Commercial Customers: 3% commission on every payment transaction up to $2,000.
- Residential Customers – $2. 00 for each payment transaction up to $1,000.
Note: If the amount of the payment is more than the transaction limit for your type of customer, you will have to make multiple transactions, and there will be a convenience fee for each one. This applies to both IVR and Payment Portal transactions.
