Another easy option is to pay your Philadelphia water bill by phone. Just call 877-309-3709 and use the automated system.
You’ll need to enter:

The phone system is available 24/7 and takes credit/debit cards and eChecks. Paying by phone takes just a few minutes. It’s great for when you’re in a rush or on the go.
Pay by Mail
You can also pay your bills by mail if you’d rather do it that way. Just put your payment in the envelope that came with your water bill and send it back.

eBills, Text Alerts & Paperless Billing
There are no fees to receive eBills, Text Alerts and/or Paperless Billing. Owners & tenants are welcome to enroll.
There are two ways to enroll:
- Sign up at Invoice Cloud. Your account number (without the dashes) will be needed.
- Call the Water Office and give them your cell phone number to get text alerts and email address to get eBills.
- Find out about your bill and due dates through eBills or Text Alerts before they arrive in the mail.
- 24 months of past statements available 24/7
- Sign up for paperless billing
- Pay-by-Text: You don’t have to pay to get text messages, but there is a $3 45 transaction fee to pay by text. Users who have already signed up and saved a payment method can pay their bill by texting “Ok” to the alert and “Pay” to the next text message.
- You can pay at any time, plan future payments, or set up Autopay ($3). 45 transaction fee).
- By adding a polite email address, you can let your tenant, spouse, etc. will also be told that the bill is ready to be seen and/or paid.
- If you use the same email address and password for more than one account or property, you can see all of your invoices with just one login. You can put more than one bill in your shopping cart and pay them all with one transaction fee. Invoice Cloud has a $200. 00 cap on debit/credit card transactions. There is no cap when using your checking or savings. You may make multiple transactions.
- Call 1-855-585-0341 to see how much money is in your account or to pay by phone.
You don’t have to sign up for Autopay again on your online account if you are already signed up for it through the Water Office. Enrolling in Autopay online has a fee of $3. 45 for each transaction while enrolling directly in the Water Office will continue to have NO fees. New Autopay users may complete the Autopay Form & submit it to the Water Office.

- Sign up for autopay through the Water Office to have your monthly payment taken out of your checking or savings account on the due date. You can sign up for this service for free by going to the Water Office and submitting the Autopay Form in person, through the night deposit box, or by emailing [email protected]. com, fax to 330-343-8135 or send with your payment. Forms are also available in the Water Office. This is to let you know that there is a monthly fee for setting up Autopay through your online account.
- You can use a Visa, Master Card, Discover Card, electronic check, savings account, Apple Pay, Google Pay, or PayPal to pay online. 45 Transaction fee. We do not accept credit/debit in the office).
- Pay By Phone 1 -855-585-0341 ($4. 20 Transaction fee). No fee to check your balance.
- Pay By Text ($3. 45 Transaction fee): You can sign up by making a one-time payment online, creating an online account, or calling the Water Office and giving them your cell phone number. No fee to receive your bill through Text Alerts.
- Deal Drug Mart in Dover or New Philadelphia: Please give the Water Office 7 to 10 days to get your payment.
- You can pay in person at the Water Office, which is on the lower level of the John Knisely Municipal Centre (City Hall) at 150 E High Ave, New Philadelphia, Ohio, from 8 a.m. to 5 p.m., Monday through Friday. m. – 4:30 p. m. There is a night deposit box on the west side of the building that can be used at any time. Cash, Check or Money Order only in the office.
